If you use your iPhone and do 'delete this contact' you are sending a message to the cloud to delete the contact. I opened my Windows 10 Mail on my Laptop and all but one of my Folders (approximately 20) have disappeared. If you are using iCloud, then the 'Real' list is there, and all your devices are 'talking' to the 'cloud' and each one is an equal partner. Remember, that there is only one "Real" list of contacts, and when you delete a certain contact list, they are removed from the 'Real' contact list. Then if you want to delete a certain list of contacts you delete that list. You can be careful what you delete, and use the left sidebar to create lists with certain contacts. The system believes that when you delete something, then you want to delete it everywhere. Now, with iOS 7, and OSX 10.9 "Mavericks" all your devices can be in sync.
